Bug refers to bug #3977, #4732, and #5510 which were closed
but are indeed still broken. I've tried with 4.0.3 on a RH7
box and on a Debian/potato box with 4.0.4.

Basically, setting putenv("TZ=.....") to whatever timezone
is ignored by date(). This works fine in php3.
