Apache 1.3.1 with fp-patch-apache-1.3.1
PHP 3.0.3
FrontPage 3.0.4.2

This configuration works fine.

With PHP 3.0.4 I couldn't access the web with Frontpage.
I get in error_log the message:
[crit] /.htaccess pcfg_openfile: unable to check htaccess file, ensure it is readable

This is an Apache error, and looks like the problem introduced in 1.3.2 and fixed in 1.3.3.
