This problem occurs when trying to execute the commands
in the README file. I have observed it on Linux 5.1 and
HPUX 10.20.

You haven't installed libtool then.  Make sure you 
read the README file.

Also, please don't report 3.1 problems yet, we know it's
full of problems (even though that one isn't one of them:)
