With php 7.4.24/configure --help prints:

  --with-expat            XML: use expat instead of libxml2
  --with-expat            XMLRPC-EPI: use expat instead of libxml2

Listing twice --with-expat makes no sense.

This is about two different extensions, xml and xmlrpc, whereas
the latter is unbundled as of PHP 8.0.0, so changing this now
wouldn't make sense.
