Description:
------------
I suppose it is not currently possible even with contexts,
but can find immediate benefit in having
renameat2 / RENAME_EXCHANGE
especially in high-traffic threaded concurrency critical situations.

Anybody who remembers the VAX or knows anything about operating systems
can tell you why.

Just one thing now which will prevent multiple changes later.

Currently:
Google: Your search - renameat2 site:php.net - did not match any documents.
Google: Your search - RENAME_EXCHANG site:php.net - did not match any documents.

Expected result:
----------------
Ability to provably install new revisions without downtime.
