mstring is loaded and php_mailparse.dll is placed in extension dir and loaded after mbstring.

says it should work wirh php 8 beta 4 in documentation.

Given that there is no DLL for PHP 8.0 available, this can't work
(unless you'd had compiled the mailparse DLL yourself).

Anyhow, mass rebuilds of the PECL packages for PHP 8.0 are
planned for the coming weeks.  That said, I have just triggered a
*snapshot* build; if there are no issues, that should be available
at <https://windows.php.net/downloads/pecl/snaps/mailparse/3.1.1>
in a while.
