The solution presented by Robert Minion in the comments is correct and helped me solve a problem installing and configuring PHP on Win10 with Apache.  

I tried to up vote his comment and instead it up voted the other comment and down voted his comment. 

I find it hard to believe that anyone else was clicking down vote at the same as I clicked up; as his comment is 2 years old and has a value of -2.  

His comment went from -1 to -2 and the other comment went from -1 to 0.  

Why down vote is even a thing on a site like this I don't know.  They both look like useful comments.  I also left another comment I hope helps others as some of the info on that page is not 100% correct.

Hard to tell what exactly happened with your vote.  I'm not even
sure whether that is some bug in web-php, or rather a systems
issue.  I'm assuming the latter for now.

Anyhow, regarding your user note[1], please file a separate bug
report for it (yes, that is a bug).
