I'm not sure which version of Tidy PHP includes, but good param list can be reached here:

PHP does not include any version of tidy; it always is built
against an external libtidy, which may still be the classic
libtidy, libtidyp (which was a short-lived fork of class libtidy)
or libtidy 5.  The used libtidy version should be shown in the PHP

Anyhow, I think most users nowadays likely use libtidy 5, so
updating the URL is reasonable.
