"The configuration option will keep this new value during the script's execution, and will be restored at the script's ending."

While it appears to be reasonable to document that for ini_set(),
because it interferes with INI settings, I don't think it makes
sense to document that for libxml_use_internal_errors() or any of
the other state mutating functions (of which PHP has quite a lot).

In my opinion the language AutoHotkey has one of the best help files out there and there every "mutating" function has such a comment, every.
