I find the makefile will always generate php7ts.dll and php.exe&phpembed.lib cannot run without php7ts.dll

I am working on an embed php scripter to package php to a standalone exe file.

So I wish to there is a BUILD MACRO or a configuration option to build all the functions staticly into php7ts.lib and can run with a standalone exe without php7ts.dll
