When I set:

allow_call_time_pass_reference=Off	; whether to enable the ability to force arguments to be 
; passed by reference at function-call time.  This method
; is deprecated, and is likely to be unsupported in future
; versions of PHP/Zend.  The encouraged method of specifying
; which arguments should be passed by reference is in the
; function declaration

I had a warning in my oracle code where i did the following:

   ora_fetch_into($queryid, &$array);

So I removed the ampersand and re-ran the code, but now the array never set to the oracle data. This probably means that the function declaration for $array is not declared as call by reference internally.
