Consider the following file tree examples:

./user
./user/ssh.key
./user/ssh.pub
./src/config.ini

or 

./backups/
./backups/jan-2018.zip
./backups/feb-2018.zip

In both but not least cases will be very hand if the open_basedir can be set to a specific file instead of owning directory. I.e. instead of './user' specify './src/config.ini' or for the 2nd example './backups/jul-2018.zip' to allow php to write a specific file (or folder) to a specific location.

Hmm, this feature request doesn't make sense to me.  What am I
