It's listed on http://php.net/manual/en/ini.core.php to be available since 7.1.0 but it's not described what it really does or how it works.

The only other actual mention was via https://bugs.php.net/bug.php?id=74093

This seems to be the commit which introduced it: https://github.com/php/php-src/commit/650c1c0a7d94d3bb052a93407b6e280df9c265a4

Seems to be some additional timeout on top of max_execution_time ?
