neither asp_tags in php3.ini (from php3.ini-dist)
nor php3_asp_tags setting in the httpd.conf
enable the <% ... %> parsing.

only this helps in main.c:
   967                  if (cfg_get_long("asp_tags", &php3_ini.asp_tags) == FAIL
URE) {
   968                          php3_ini.asp_tags = 1;
   969                  }

It does work.  You're not putting php3.ini in one of
the places in which PHP looks for it, or there's another
php3.ini that PHP finds before the newer php3.ini.

php3_asp_tags is indeed not supported as an Apache directive.
