------------ web site consistently uses geolocation to determine the language of the side. No many how many millions of times I specify "English", every page refresh PHP comes up with one of the languages of the location my network service provider happens to be stationed. It doesn't even come up with the language of the region, just a random language spoken in other parts of the location's country.

If you don't know how to correctly code your way around geolocation, stop using it.

Test script:

Expected result:
The website remembers my language by way of a cookie

Actual result:
The comes up in a completely random language every time you go to a new page.

I picked a language and browsed around randomly and it stayed on that language.

What's the value of your LAST_LANG cookie? Is it getting destroyed and recreated? Do you see your COUNTRY cookie changing values? What happens if you refresh the same page?
