Description:
------------
in the function description "Convert all HTML entities to their applicable characters" suggests that no characters could be applicable (or multiple), In my opinion "Convert all HTML entities to their corresponding characters" would be better, since all HTML entities have exactly one character they represent

What about “Convert all applicable HTML entities to their
(corresponding) characters” or maybe “Convert HTML entities to
their corresponding characters”? After all, html_entity_decode()
does not necessarily convert *all* HTML entities.

I'd say “Convert HTML entities to their corresponding characters” is better in this case.
