on PHP 7.0+49 

Its a must do including the 'skip' and 'maxrows' parameters, even if they were the default values. Does not worked for me if them were not declared on the sentence.

oci_fetch_all($this->qexec, $arrResultados, 0, -1, OCI_FETCHSTATEMENT_BY_ROW+OCI_ASSOC);

not the same as

php oci_fetch_all($this->qexec, $arrResultados, OCI_FETCHSTATEMENT_BY_ROW+OCI_ASSOC);

Test script:
---------------
oci_fetch_all($this->qexec, $arrResultados, 0, -1, OCI_FETCHSTATEMENT_BY_ROW+OCI_ASSOC);
