Description:
------------
Hi,

I am, and have been unable to subscribe to any of the mailing lists (http://php.net/mailing-lists.php).
I do not get a confirmation email and I am unable to proceed to subscribe to any list.
Also, the list do have a problem supporting the new gTLD's that have arrived. I can't subscribe with a .tech email either.

Is this about the subscription form[1], or about subscribing
via email? And is it still broken?
