I can confirm this issue.

However, why don't you use the Intl extension that is bundled with
the PHP downloads from <https://windows.php.net/>?

To confirm you mean the links at: http://pecl.php.net/package/intl to download ICU dlls such as the link: http://nebm.ist.utl.pt/~glopes/misc/intl_win/php_intl-3.0.0-5.5-nts-vc9-x86.zip

Then, its the nebm.ist.utl.pt web site that took those down.

Those are only for PHP 5.5 and below, so not even 5.6. Those PHP versions aren't supported any more.

Also like @cmb said, the INTL extension is included with PHP 5.3+ for Windows.

Gustavo, wouldn't it be appropriate to mark PECL/intl as having
been moved to ext/intl, analogous to PECL/filter[1]?
