We are seeing a problem when we are running a MAKE on PHP when it is doing the MAKE ALL in libmysql we receive this message:   
  "libmysql.c", line 165.59: 1506-280 (W) Function argument assignment types "unsigned long", and "int" is not allowed.
make: 1254-004 The error code from the last command is 1.

What is the configure line you have used to configure 
php ?

No feedback. Try PHP 4.0.4 and reopen this bug report with the configure
line used if problem still exists.
