Doing the following:
 ./configure --enable-debug  --with-apxs  --with-zlib --with-zlib-dir=/usr/lib  --enable-mysqlnd --with-mysqli=mysqlnd  --enable-mbstring --enable-sockets --with-gd  --with-jpeg-dir   --with-png-dir=/opt/X11  --with-libxml-dir=/usr/lib

ends with this message:

checking whether libxml build works... no

message in the config.log file:

ld: file not found: /usr/lib/system/libsystem_coretls.dylib

This file is not in this directory anymore (it does exist in OS X 11). It seems to be here in OS X 13):
 
/usr/lib/libcoretls.dylib
