Would it be possible to compile the PDO_IBM v 1.3.4 extension for for Windows/php  64 bit? 
Or send a tutorial on how to compile the dll file?

ami tampoco me permite compilar dlls cuando ejecuto el comando --with-library_name=shared

There are build instructions on the Git repo[1] which tell to get
the DLLs from <https://github.com/ibmdb/php_ibm_db2>.  Apparently,
this repo is not up to date either.

Not sure what to do with this request, which is closely related to
request #75398.
