I enabled the SAFE MODE for php in
httpd.conf, but filesystem functions
like unlink, touch, mkdir, rmdir,... still work
so if I allow users to write php in their pages
they might destroy my web tree.

# PHP3 configuration

php3_upload_tmp_dir /home/http/server/tmp
php3_safe_mode On
php3_doc_root /home/http/server_dev/htdocs
php3_user_dir pub_html

PHP 3.0.1? Upgrade. A number of safe mode fixes have been applied since that version.
