I enabled the SAFE MODE for php in 
httpd.conf, but filesystem functions
like unlink, touch, mkdir, rmdir,... still work 
so if I allow users to write php in their pages
they might destroy my web tree.

PHP 3.0.1?  Upgrade.  A number of safe mode fixes have been applied since that version.
