I'm using php-7.1.6 on x86_64 hardware on Linux 4.9.30.

I notice that php-fpm7 allows me to configure "syslog.facility" and "syslog.ident", but php in general doesn't.

Both options have been added as INI in PHP 7.3 so this was implemented.
