php.ini-dist and php.ini-optimized in the PHP dirctory are recognized as php.ini. Therefore all configurations in the rael php.ini are ignored until php.ini-dist and php.ini-optimized are moved away.

This doesn't make sense and I can't think of a way to make this happen. Maybe it just isn't finding your php.ini at all and using the default values? Are you sure your php.ini resides in your Windows directory?
