After I install PHP4.0.3pl1 I found that the PWS cannot run the file with extension .php
The error message giving as below

403.1 Forbidden: Execute Access Forbidden

This error can be caused if you try to execute a CGI, ISAPI, or other executable program from a directory that does not allow
programs to be executed.

Please contact the Web server's administrator if the problem persists.

does this happen with newer versions of PHP?

actually, I think this is a very easy to fix in the MMC, so I'm closing the bug report. 
if you have your server set properly, and the bug appears in 4.0.4pl1 too, reopen it.
