Issue https://bugs.php.net/bug.php?id=60961 has a lot of votes, many desire to have it fixed.
Core developers looking for new tasks won't look at it, because it's assigned. Assignee didn't commit anything for years.

I coulnd't find more suitable way of handling this problem. Let me know if there is better place for such requests.
