I don't know why, but PHP 7.0.14 was released with tzdb 2016.9.
I would appreciate, if you could drop an updated build for 7.0.

Apparently, commit c38f2c2a[1] is in PHP-7.0, but not in PHP-7.0.14. Has there been any particular reason to exclude this commit, Anatol?

Nope, Christoph, no exclusion. That's the normal QA process, all commits have to go through RC first.

Seems counterintuitive, seeing as 7.1.0 was released with 2016.10.
But thanks for updates! /me grabbing them now
