Description:
------------
I'm cross compiling the latest PHP for Android ARM. Everything worked until the last step.

The Makefile tries to generate phar.phar by invoking the compiled `sapi/cli/php`. But, since I'm cross compiling the php binary won't run in my host system.

And so the generation of phar.phar fails. I recommend using the installed php binary `/usr/bin/php` to generate it instead.

Expected result:
----------------
phar.phar should be generated

Actual result:
--------------
Generating phar.php
/system/bin/linker: No such file or directory
Makefile:387: recipe for target 'ext/phar/phar.php' failed
make: *** [ext/phar/phar.php] Error 255

Is this still an issue with any of the actively supported PHP
versions[1]?
