convert Brussels' time 2016-10-30T02:30:00+01:00 to UTC:
2016-10-30T01:30:00+00:00 // OK

convert Brussels' time 2016-10-30T02:30:00+02:00 to UTC:
2016-10-30T01:30:00+00:00 // KO => should be 00:30:00+00:00

PS: HHVM gets it right
