Only the first value given to php_admin_value is taken into account.

[section]
php_admin_value[memory_limit] = 64M
php_admin_value[memory_limit] = 128M

Result: memory_limit = 64M
Expected: memory_limit = 128M

This is even more annoying when you consider overriding values of an include in a top-level file.

Example:
[section]
include "blah.include" ;; which set php_admin_value[memory_limit] = 64M
php_admin_value[memory_limit] = 128M

Result: memory_limit = 64M
Expected: memory_limit = 128M
