Attempting to build php 5.6.19 for AIX 7.1 with pdo-odbc and getting the error during make:

        echo '\
\
Generating phar.php
/bin/sh[14]: /home/httpd/src/php-5.6.19/sapi/cli/php:  not found.
make: 1254-004 The error code from the last command is 127.

db2 client v9.7 instance is in the /opt/IBM/db2/V9.7 directory and iconv is in /opt/freeware as well.

This error just doesn't match any other phar.php generation issues I could find in bugs.

Test script:
---------------
./configure --with-pdo-odbc=ibm-db2,/opt/IBM/db2/V9.7 --with-iconv=/opt/freeware
