When running PHP 7.0.2 with mysqld  Ver 5.7.10 for osx10.11 on x86_64 (Homebrew) I immediately will get a MySQL server has gone away message.

This requires me to constantly restart mysql

We might need a small sample script which reproduce the problem for your platform which do not need to install/use third party code. Please submit a short script which cause this issue to popup using plain PHP with your MySQL configuration. Thanks
