"php -a" and other REPLs (e.g. Psysh) are having issues with history navigation.
Once some command is entered, arrow history navigation results in (example for up/down arrows):

^[[A^[[B

Looks ok here on Ubuntu and Debian. How did you build your PHP 7? Did you compile in readline support?

I've installed from famous PPA https://launchpad.net/~ondrej/+archive/ubuntu/php-7.0

Solution was found. I was missing php-readline extensions. After I've installed it - works awesome.
