Europe/Simferopol is displayed as russian city, but it's ukrainian city according to international laws. It's a capital of Crimea and it's part of Ukraine. Here is United Nations map http://www.un.org/Depts/Cartographic/map/profile/ukraine.pdf

We use the exact same classification as the IANA timezone database project and do not get involved with politics, or diverge names from upstream. If you want this changed, please take this up with the IANA timezone database maintainers: https://www.iana.org/time-zones (specifically, the mailinglist).
