Used latest timezonedb 2015.6

The following timezones also cause errors in 2015.6:

Pacific/Apia
Pacific/Bougainville
Pacific/Chatham

Script to test:

foreach (DateTimeZone::listIdentifiers() as $zone) {
    try {
        $obj = new DateTimeZone($zone);
        echo $zone . " worked\n";
    } catch (Exception $ex) {
        echo $zone . ': ' . $ex->getMessage() . "\n";
    }

In our case 2015.6 generates the errors on PHP version 5.5.9.

This should be fixed in both GIT master, and the PECL release 2015.6.1
