English version states:
- This function returns TRUE if a session was successfully started, otherwise FALSE.

Italian translation states:
- Questa funzione ritorna sempre TRUE. (This function always returns TRUE.)

Actually, the Italian manual has been disabled due to being
generally out-dated[1]. It isn't supposed to be avaiable via normal
browsing of php.net and its mirrors. Unfortunately, due to
technical issues, the files may still be accessible.
