As ftp_ssl_connect is not working on windwows and there's so much questions about in internet, you should do something about.

Possible solution would be to just post a curl ftps class in the comments of http://www.php.net/function.ftp-ssl-connect

I searched for such a class, but there are only fragments to find, as the search query is flooded with results about sftp and users asking for help on not working ftps.
