As per https://msdn.microsoft.com/en-us/library/windows/desktop/dd374130%28v=vs.85%29.aspx

The call to WideCharToMultiByte in ext/com_dotnet/com_olechar.c should be specifying WC_COMPOSITECHECK | WC_ERR_INVALID_CHARS | WC_NO_BEST_FIT_CHARS or loss of data will occur.

Without these flags, strings containing control characters such as ENQ/SOH/EOT do not return full values.
