It would be very helpful if in the introduction of the NumberFormatter Class the fact that this class requires the intl package is mentioned

The class is listed in the "intl" section; see the breadcrumb
navigation and the menu on the right hand side. Isn't that clear
enough?

It's an extension. All extensions need to be either enabled when PHP is installed, or installed as a separate thing.
