Packages, e.g. such from pear.php.net cannot be downloaded during "pear install <pkg>" on IPv6 only hosts.

Please add IPv6 support to php.net and others.

Daniel, is this something you got access to? Being our mirror and general network manager?

I believe PEAR was operated on its own, no?

PEAR is on a box donated by eUKhost.  It's never had IPv6 enabled (most of our network does not yet have the capability in place due to the extremely slow adoption of v6 by NOCs and ISPs the world over), but I'll get in touch with Mark and the gang over at eUK and see if they could flip it on for us, and then we'll add it to the zone.

Winter 2017 is coming and DigitalOcean as well as eUKHost are providing IPv6-connectivity by Default in the meantime.
Maybe this missing feature can come on the agenda on the cold time of the year.

I also had thoughts about redundancy/mirroring of those 3 systems. Maybe someone can provide a mirror on those for the ipv6-part.
I have a few GB of space and a few TB of bandwidth on my videolan/cygwin/macports mirror-server.
