The file oci8_dtrace.d is under "version 3.01 of the Zend license", I couldn't find this license.

Maybe PHP-3.01 was intented? or http://spdx.org/licenses/Zend-2.0 ?

As a side node, switching to Expat or BSD-3-clause license will ease copyright review.

Which is "The PHP License, version 3.01", and not "version 3.01 of the Zend license" ...
