seems if mysqlnd is built shared the resulting mysqlnd.so is not linked with openssl libs causing lib not loadable

dirty workaround:

$ make MYSQLND_SHARED_LIBADD="-lssl -lcrypto"


from existing bugs i found (also unresolved) bug 66915 having same issue with zlib (-lz)

I assume this is fixed as of PHP 7.4.0, or is this still an issue
with any of the actively supported PHP versions[1]?
