I've reported this upstream, but due to it affecting the compilation of PHP 5.6.0RC2, I'm reporting it here.

If the PHP build directory isn't the source directory, phpdbg's man file is not found, causing a the make install-phpdbg target to fail.

Redhat-based php rpm's build PHP several times with different options, so therefore uses separate build directories per build.

The fix for this bug has been committed.
