Attempting to build ext/pgsql against libpq 7.3 results in the following:

cc -Iext/pgsql/ -I/vagrant/php-src/ext/pgsql/ -DPHP_ATOM_INC -I/vagrant/php-src/include -I/vagrant/php-src/main -I/vagrant/php-src -I/vagrant/php-src/ext/date/lib -I/vagrant/php-src/ext/ereg/regex -I/opt/postgresql/7.3.21/include -I/vagrant/php-src/TSRM -I/vagrant/php-src/Zend -g -fvisibility=hidden -O0 -Wall -c /vagrant/php-src/ext/pgsql/pgsql.c -o ext/pgsql/pgsql.o
/vagrant/php-src/ext/pgsql/pgsql.c: In function ‘zm_startup_pgsql’:
/vagrant/php-src/ext/pgsql/pgsql.c:1130: error: ‘CONNECTION_SSL_STARTUP’ undeclared (first use in this function)
/vagrant/php-src/ext/pgsql/pgsql.c:1130: error: (Each undeclared identifier is reported only once
/vagrant/php-src/ext/pgsql/pgsql.c:1130: error: for each function it appears in.)

config.m4 doesn't check for this constant, nor is it currently #ifdef'd.
