NumberFormatter::SPELLOUT in russian for 
200,201,...299 
200.000,200.0001,...299.999
200.000.000 ...299.999.999
etc.

or every number with includs two hundred is spellout wrong.

I don't know, if this is a PHP bug or a bug in the libicu.


Test script:

echo $f->format(200);


/*Produces the result:
двасти

correct is: двести

два is 2, but the prefix for 200 isn't два, it is две

PHP makes no modification to ICU data, so looking at the nature of the bug, I'd assume this is a problem in libicu. Which version do you use? You many want to try and upgrade it. It works fine for me in 51.1 - so maybe your libicu is older?
