Due to this issue phpdbg always builds with readline.

# sed -n "13997,13999p;13999q" ./configure
  if test "$PHP_READLINE" != "no"; then
  	PHPDBG_EXTRA_LIBS="-lreadline"
  fi

But PHP_READLINE value is set only on 79349 line:

# sed -n "79348,79355p;79355q" ./configure
if test "${with_readline+set}" = set; then :
  withval=$with_readline; PHP_READLINE=$withval
else

  PHP_READLINE=no
  test "$PHP_ENABLE_ALL" && PHP_READLINE=$PHP_ENABLE_ALL

fi

The fix for this bug has been committed.
