Set php.ini:

default_charset = "UTF-8"

(this is default in php 5.6)

Test script:
---------------
<?=mb_regex_encoding()?>

Expected result:
----------------
UTF-8


---

Only way to change get UTF-8 is:

mbstring.internal_encoding = "UTF-8"

but it is DEPRECATED!!!
