Current license is "PHP". This license can't be used by anything but PHP itself.

Can you change the license to something else (Expat is a good candidate, or BSD-2-clause)?

a) The PHP License can be used by "PHP software, freely available from <http://www.php.net/software/>" (clause 6), where PHP Software is not "PHP" or "the PHP Interpreter" but also PECL extensions (see Link from the clause)

b) This module is made redundant by functionality in the bundled ICU extension, as such there most likely won't be a new release.
